I modified the wire harness and i did accidentally cut one wire but i fixed that. The problem is i will crank it and it will only build up 200psi in the rails. cranking rpm is 180ish.

Filter heads are very common issue. But agree with chevytech77. Would probably try to find out if the issue is sensitive to fuel level. If it isn't, would go the filter head route. Common rail injectors cannot open without 1200 psi of pressure and even at that it is hit or miss (1500-1800 is much better). The 1st thing you need to do is fix the low rail pressure while cranking.

When my CP3 was going out it actual fuel rail pressure would not match desired (it was maxing out around 14k when it was calling for 22kPSI). Started right up cold, would not start hot.
