Most people tend to either balance lanes at the source and then completely ignore the lane issue since it won't affect overall throughput. The first part is just a regular 4x4. The second part is a 4x4 lane switcher. The third part is a set of four lane balancers. Splitter behavior per lane is weird, but is completely normal per belt. If you take half of a belt (the first splitter in the lane balancer), then dump that entire half a splitter into one lane, you get a balanced lane.It looks to me like the 8 to 10 is just two separate 4 to 5 balancers, operating side by side. So the top half could be choked while the bottom half is starved (or vice versa). Simple and always full throughput. Most other attempts at 3 belt balancers are throughput limited. You do not have the required permissions to view the files ...One belt lets the lane go straight through, while the other belt switches the lanes. This means that the consumption of the input alternates between the lanes. The 4-4 balancer uses this same principle by deviding the balancer up in 2 parts.
