Stellaris under one rule guide

Hi everyone, I was playing to get the reportedly overpowered -90% empire size from pops a previous post talked about, where you play under one rule as a fanatic pacifist and win as the rebels. Supposedly this gives a -10% or -15% empire size from pops modifier. But I just started THREE separate games, and each time, the civil war never starts.

has anyone figured out the "under one rule" origin? Discussion. So has anyone figured it a bit out out? the wiki is still very lacking on how it progresses. but i do feel like the master trait of leader falls of quite early. I am only able to boost it for the first 40 years and then it is event after event reducing it potency.There are excellent mods in the workshop that turn other attributes of Stellaris into origins (e.g. civics, ethics points, etc.). However, I've found two main issues with this approach: 1.
