The scam doesn't happen through Venmo directly. The scammer sends you an email purporting to be from Venmo (but it's usually from a random gmail address) telling you that your account is not a business account, so you have to pay to upgrade it. The email is usually poorly-written and the process makes no sense, but people still fall for it.
